I found out the hard way that you can't clear-coat Humbrol enamel with acrylic lacquer - that is to say you CAN but you end up with a lovely crazy-paving effect.
DOH!

Halfords. Great for creating effects, not great for shiny ab buttons. This was more wrinkles than crackles. However...
The way to achieve a 'crackle' finish is to paint a base coat (white, for example) then paint another colour on top (let's say red). You then dry the top coat quickly with a heat gun or a hair dryer (guitar companies in the 80's used ovens) and the top coat will shrink as it dries, thus letting the white show through and create the crackles.
All halfords paint is now acrylic (water based) to comply with environmental restrictions. Once dry though it's rock hard - not like it used to be in the old days when it was cellulose based. I like acrylics a lot.
